If you did not request a water meter installation prior to June 30, 2000 and you received a surcharge bill you will need to have your water meter installed by your own licensed plumber under our Reimbursable Metering Program. The booklet will provide you with complete information on the program and how to obtain your reimbursement for the meter installation.

Multi-Family Conservation Program
The Multi-Family Conservation Program (MCP) offers owners of multiple family housing consisting of six or more dwelling units, an option to elect, in lieu of metered billing, billing based on a fixed charge per dwelling unit if the owner invests in low-consumption plumbing hardware and fixtures, and cooperates with DEP in conservation efforts in their buildings. The objective of the program is to promote water conservation in multi-family buildings and to give owners of such buildings a measure of control over their water and sewer costs.

** Please note, earlier literature on this program mentions an outdated application deadline for the MCP. The current application deadline is December 31, 2006. Please also note that the per-apartment charge under this rate changes every year if water/sewer rates change. The current (July 1, 2005 - June 30, 2006) charge is $533.23 per apartment per year. No other MCP requirements have changed since the original literature was published.

Residential Water Survey
DEP offers free leak surveys for the City's residential water and sewer customers. Water-saving shower heads, water-savers for toilets and faucet aerators may be installed in qualifying properties. Also, a written report of the survey's findings is provided to the owner.

Comprehensive Water Reuse Program
The New York City Water Board offers a reduction of water and wastewater rates for buildings that recycle much of their water and reuse it for toilet flushing, irrigation and make-up water for evaporative cooling towers. Detailed requirements of the Program are provided in Part VI Section 10 of the New York City Water Board�s Water and Wastewater Rate Schedule.

The Reimbursable Metering Program
Private meter installation with reimbursement is designed to provide owners of residential properties the opportunity to have their water meters installed by a Licensed Master Plumber of their own choosing. It also provides all property owners, both residential and commercial, with the ability to use their own licensed plumber to replace existing "entire premise" ("EP") meters that are no longer functioning properly.

This alternative is provided because the New York City Water Board and the Department of Environmental Protection (DEP) recognize that metering can be a mechanically difficult task in some cases, that it may need to be coordinated with other work in the building and/or that you may prefer to have your own plumber perform this work prior to the City contracting to have meters installed or replaced in your building or home. If you choose to have your own plumber meter your building, you will be reimbursed in the form of a credit on future water and sewer bills.

NOTE: After May 1, 2005, DEP will cease accepting any new claims for reimbursement for meters installed more than four years ago. For meters installed after June 1, 2005, the original properly completed meter permit (all meter information provided and signed/sealed by the licensed plumber) must be submitted to the Bureau of Customer Services Borough office for the Borough in which the meter was installed within 72 hours of the installation of the meter, or the project will not qualify for RMP Reimbursement. The 72-hour deadline is a long standing DEP rule.

Refund and Transfer of Credit Application
This form should be used by customers who would like a refund of payments made to the City for water and sewer charges due to the following reasons: double payments, cancellation of overestimated bills and re-billings, overpayment, final billings, reimbursement for metering under the Reimbursable Metering Program and exemptions from water and sewer charges.

When a property is transferred, DEP must be notified of the transfer of ownership so that water and sewer bills may be charged to the appropriate person.

Application for Separate Commercial Meter Billing
This is an application for owners who previously had a separate meter for a commercial tenant but that meter has been superceded by an "entire premises" meter. If the owner qualifies through this application he will be able to hire a licensed plumber to perform work to install a new meter for the commercial tenant. That new meter, along with the existing "entire premises" meter will together cover the entire property and both will be billed by DEP.

Exemption from Water and Sewer Charges
In accordance with New York State Law (Chapters 893 & 894 of the Laws of 1980), the premises of certain qualifying organizations may be eligible for a full or partial exemption from water and sewer charges. Such premises must meet the eligibility criteria established by law and are subject to certain administrative guidelines established by DEP.
