RE: Lobbyist Contacts

Have today received a letter from Messrs. Bill Lynch Associates outreaching to the Chairman and Board Members offering his services as intermediaries in dealing with Columbia University and a desire to provide answers to questions about the Columbia Manhattanville Expansion Project.

I will be responding Mr. Lynch to the effect that Community Board 9 does not work through lobbyist intermediaries and will only deal with the principals.

I stronly advise that Board Members DO NOT engage in any private conversations with any Lobbyist or Outside Consultants hired by Columbia University.

Any negotiations with Columbia University will be done by those properly appointed at the appropriate place, date and time agreed by the Executive Board. In regards to Community Benefits Agreement (CBA) negotiations CB9M has appointed West Harlem Local Development Corporation (WHLDC) to handle those issues with ALL Developers proposing development projects within the District.

Please report any such contact by mail by filing a copy of any corespondence received with short note to the Chairman and if personal contact then short memo indicating date time and place of such personal contact and brief details of nature of the dialogue and provide it to the Chaiorman.

It is of utmost importance that CB9M speaks with one voice and that our members are not deluded or co-opted by any entity, let's maintain our integrity and unanimity of purpose.

Remebering always that WestSide Harlem is for WestHarlemites.
