197-a Plan Unanimously Approved at Community Board 9
General Board Meeting


On Thursday, October 19th, Board members unanimously approved its 197-plan and its resubmission to the New York City Department of City Planning for consideration as a Land Use application. The vote of approval was met with applause from board members and public members followed by testimonies of thanks to Pat Jones and Walter South, co-chairs of the 197-a plan committee, and other board members who had worked on the initial draft in 1991. The most recent process of developing a comprehensive community plan was guided by a team from Pratt Institute Center for Community and Environmental Development led by Ron Schiffman and Mercedes Narcisco.

Tree Guards and Decorative Period Lamposts for Amsterdam Avenue
Update on the Hamilton Heights West Harlem Community Preservation Organization’s (“CPO”) Commercial Revitalization/Streetscape Improvement Initiative.


The CPO has received funding from Councilmember Robert Jackson for streetscape improvement, specifically, trees and tree guards on Amsterdam, between W 140 and W 144th Streets/ Hamilton Place and replanting Johnny Hartman Plaza park median. Fortunately, we had numerous trees planted in this area in 1998, so with the exception of adding only a few new trees, most of the funding will be used for fabrication and installation of decorative tree guards. The Parks Department will administer funds and implement the project .

Green Market for Lower Washington Heights
W. 155th Street, between Broadway and Riverside Drive

Residents of Hamilton Heights and lower Washington Heights won’t have to travel very far next spring for fresh vegetables , fruits and other farm products. In response to a petition consisting signatures of 275 community residents, the Council on the Environment , Inc. will establish a green market on West 155th between Broadway and Riverside Drive beginning June of next year. The 155th Street Greenmarket will operate on Saturdays between the hours of 8am and 4pm and will be opened through early December. Twelve regional farmers will participate, supported the first year by a market manager and a security guard. Both Community Boards 9 and 12 passed resolutions in support of this project.
